As societal development drives a surge in demand for increasingly specialized and nuanced legal services, a new generation of practitioners has emerged—defined by keen discernment, critical thinking, and a relentless pursuit of excellence. These lawyers navigate complex disputes with rigorous foundational expertise, distilling practical solutions through persistent analysis, and demonstrating an unwavering commitment to both the craft and the conscience of the legal profession. Among them, Feiyun Zheng, Director of Beijing W&H (Shanghai Hongqiao International Central Business District) Law Firm, stands out. Through her professional prowess and a deep-seated sense of social responsibility, she continues to write a distinguished chapter in the practice of law.

Throughout her career, Feiyun Zheng has been defined by her unwavering professionalism, sense of responsibility, and strategic vision. For years, she has specialized in commercial litigation and criminal defense, with a distinguished track record in banking and finance legal services. She has represented a range of leading domestic financial institutions—including China Merchants Bank (CMB), China Merchants Securities Co., Ltd. (CMS), CMB Financial Leasing Co., Ltd., Bank of Communications Financial Leasing Co., Ltd., Haitong Unitrust International Financial Leasing Co., Ltd., International Far Eastern Leasing Co., Ltd., Ping An Insurance (Group) Company of China, Ltd., and PreIPO Capital—in navigating complex commercial litigation, ranging from intricate financial loan disputes to high-stakes financing leasing cases. Throughout her representation, Feiyun Zheng utilizes precise legal strategies and meticulous evidence organization, not only succeeding in recovering substantial economic losses for her clients but also delineating the boundaries of rights and responsibilities within complex contracts. By effectively mitigating major risks, she has provided critical judicial precedents that guide the ongoing business compliance of financial institutions. Furthermore, in the post-judgment enforcement stage, Feiyun Zheng possesses deep expertise in handling diverse asset disposals and intricate enforcement proceedings. She is highly proficient in leveraging a wide array of monetization strategies, including the auction of shares of listed companies (including ST stocks), block trades, as well as the valuation and disposal of equities, real estate, and equipment. Her track record includes numerous successful cases where she secured accounts receivable for her clients, with total recovered enforcement proceeds exceeding 1 billion RMB. Furthermore, Feiyun Zheng has extensive experience in derivative litigation within enforcement proceedings, including cases involving enforcement objections, creditor’s rights to revocation, and disputes over shareholder capital contribution liabilities. Notably, she successfully secured a criminal conviction—resulting in an actual prison sentence—against a judgment debtor for the crime of refusing to comply with court judgments and rulings. This ability to navigate the entire lifecycle of a financial dispute, from initial litigation through to final enforcement, not only underscores her deep expertise in resolving complex financial disputes but also reflects the profound sense of duty and commitment she brings to the legal profession.

What truly sets Feiyun Zheng apart is that she does not rest upon the successful resolution of individual cases. Instead, she is committed to rigorous post-case reviews, actively distilling theoretical methodologies from her real-world practice. Drawing upon her experience representing the nation’s first case involving liability for market manipulation on the National Equities Exchange and Quotations (NEEQ), she conducted a profound analysis of the underlying legal logic, culminating in her article: “Rules for the Application of Law in Disputes over Liability for Manipulation of Securities Trading Markets from the Perspective of the National Equities Exchange and Quotations (NEEQ).” This article was included in the 2023 publication, New Thinking and New Path for Commercial Finance Law. In this work, Feiyun Zheng confronts the pain points and challenges within the judicial practice of emerging capital markets. She systematically examines the legislative evolution and current judicial landscape regarding civil compensation disputes for securities market manipulation. Furthermore, she provides a groundbreaking, granular analysis of legal application within the unique ecosystem of the NEEQ. Her insights span from defining the qualifications of plaintiffs and defendants to establishing jurisdictional authority, and from dissecting the complex causal links between tortious acts and damages, to determining appropriate methods for loss calculation and critical review criteria for damage assessment reports. She offers unique perspectives that bridge high-level legal theory with practical, actionable value. This work transcends mere case study summary; it serves as a valuable reference framework for resolving similar, novel securities liability disputes.

Following her exceptional performance in the banking and finance legal sector, Feiyun Zheng was named a “2024 Banking & Finance: Lawyer of Excellence” by LEXPRESS, a leading new media platform in China’s legal service industry. In Feiyun Zheng, we see a portrait of a new-era lawyer who leverages professional expertise to provide robust legal safeguards for financial institutions and market participants, fostering a virtuous cycle between legal regulations and industrial development, and ultimately achieving a harmony of both legal and social impact.

Beyond her success in handling individual cases, Feiyun Zheng actively engages in legal academic exchange and professional knowledge-sharing, transforming her practical experience into industry-wide consensus and professional insights. For instance, in November 2025, at the 6th “Red Maple Leaf” Financial Law Forum hosted by the School of Law, Shanghai University of Finance and Economics, Feiyun Zheng delivered a keynote report titled: “Handling and Strategies for Cases Involving the Intersection of Civil, Administrative and Criminal Liabilities in the Securities Sector.” In her report, using the Kangmei Pharmaceutical case as a focal point, Feiyun Zheng provided a granular analysis of the logic governing securities crime litigation. She summarized the prevailing procedural model as: “Administrative penalty first — Civil litigation as a breakthrough — Criminal liability as the ultimate safeguard.” She highlighted that objective evidence established during administrative enforcement proceedings can be utilized as admissible evidence in criminal proceedings. Furthermore, in civil litigation concerning misrepresentation (false statements), both the administrative penalty decision and the final criminal judgment are admissible as direct evidence. This profound practical insight and systematic synthesis not only provide a replicable operational framework for capital market legal practice but also underscore the commitment and responsibility of a seasoned practitioner dedicated to advancing the rule of law and safeguarding market order.

Today, as the rule of law is increasingly integrated into the overall development of our economy and society, professional legal services have become a vital pillar in safeguarding industry health and driving systemic advancement. Through her rigorous professional expertise, high sense of industry responsibility, and expansive legal vision, Feiyun Zheng has remained steadfast in her commitment throughout her long-standing practice. With her actions, she embodies the professional stature and mission of a lawyer in the new era, demonstrating an unwavering pursuit of fairness and justice and a significant contribution to social progress. Looking ahead, she remains dedicated to her core values of professionalism, responsibility, and strategic foresight, continuing to forge ahead in legal practice and consistently contributing to the progress of the rule of law and the evolution of the industry.
